What do choice items do
Because of its Steel typing and access to Ice Punch, this Jirachi set is ideal for revenge killing those threatening Dragon-types that are everywhere in OU. Garchomp, Salamence, and Dragonite are all hit for 4x super effective damage by Ice Punch, and Jirachi's Steel typing lets it resist their powerful Dragon Claws and Outrages. Although Jirachi does have to worry about Earthquakes or Fire Blasts from the three monstrous dragons, it is still quite bulky and its Choice Scarf lets it obviously outspeed these threats unless they are holding a Choice Scarf of their own.
This lets Jirachi avoid having to be locked into a move. However, Fire Punch is also a good option in the slot since without it, Steel-types like Ferrothorn and Forretress wall the hell out of Jirachi. With Fire Punch, Jirachi can hit the two for 4x super effective damage, taking them by surprise. This can be quite effective to render a setup sweeper useless or cripple a wall, since they usually don't like to be locked into one move.
However, Healing Wish can be used when Jirachi is on low health to fully heal a teammate's HP and rid it of any status effect. In Salamence's case, a Choice Scarf turns it into a terrifying late-game sweeper. Choice Band: use it on a pokemon with high physical attack stat. Choice Specs: use it on a pokemon with high special attack stat. Choice Scarf: use it on highly offensive pokemon to ensure the first hit. As a rule of thumb you should avoid using non damaging moves on any Choice pokemon.
Example: Don't use Swords Dance on Choice Band Garchomp as you'll never be able to use an attack after you've boosted your stats. Generally, stick to all physical or all special attacks when using Choice Band or Choice Specs respectively.
You have a boosted stat with the item, might as well make use of it. Certain exceptions obviously apply if you can still do more damage to counters using a move that relies on the non boosted stat.
For Choice Scarf you can use both physical and special moves with on any given pokemon but it's probably easier to lean one way or the other. As for in battle, prediction is key to being successful with Choice pokemon. You get locked in to your move so you want to make sure you make the most of it. You'll generally switch a lot with Choice pokemon and try to predict what your opponent's next move is often.
Is Life Orb better than Choice Band? Do choice items work on dynamax? Does choice scarf double speed? How much HP does life orb take? Does Life Orb boost special attack? Where do you get a scarf in Pokemon? What does choice scarf do in Pokemon Magikarp Jump? Focus Sash guarantees that the holder will survive with 1 Hit Point remaining against a single hit that would otherwise have knocked it out—but only if it has full HP before the attack lands.
Assault Vest is sort of a defensive version of the Choice items. The strangest defensive item may be Eviolite. As a rule, all competitive teams have at least one Mega Stone, and some even opt for two.
Many items aren't likely to work in every battle; instead, they help against specific attacks. Safety Goggles grants the holder immunity to weather-related damage and powder moves, making the holder effective against the pesky Spore and Rage Powder of Amoonguss.
Mental Herb negates the effect of Taunt once, as well as the effects of the moves Disable, Attract, and Encore. Mega Kangaskhan attacks twice per turn thanks to its Parental Bond Ability, so it takes damage from Rocky Helmet twice. Finally, there are Berries to reduce the damage of a supereffective attack of each type.
